Why does ornamental onion have yellow leaves?
Allium leaves turn yellow and brown as they die. For some varieties this happens quite early, even before flowering. That's normal. Leave the brownish foliage until all the leaves have died back so that photosynthesis provides nutrients to the bulb.

Why isn't my allium blooming?
It is likely that the bulbs were not planted deep enough or the soil has become waterlogged, leading to bulb rot. But it may also be that the plant has not collected enough nutrients in the leaves.
